If it doesn't tick over at all this indicates you have a carburetion issue. If you can old your hand over the exhaust and the engine doesn't eventually choke, means you have a leak somewhere in your exhaust stystem, You should be able to feel or hear it. This leak needs to be fixed and is probably what is causing your tick over and running problems. The leak will lean off the mixture and this will stop your acceleration.
