Why doesnt my 1991 crx si have compression?

when i try starting my bone stock 1991 honda crx si it just spins and wont fire over,,i put my hnad on the intank and its not sucking my hand,,and i took my gas line off the fuel filter and no gas is coming threw,,could this both b cause of the fuel pump,,its a new head hasket and fuel filter,,i know i have spark,,and if i spray starter fluid its starts up then dies out,,what could b the problems
